Decision Makers within DPS for Stapleton Schools
Statement by John Lehigh, president, Forest City Stapleton, Inc.
After consultation with the community, Councilman Michael Hancock, Denver Public
Schools (DPS), and the Stapleton Foundation, Forest City has agreed to recommend
to the City of Denver that a $5.5 million contribution Forest City had intended
to make to the development of a future park at Stapleton be used instead to help
fund the construction of Stapleton's 3rd school. We agree with the community
that the higher priority at this time is to build the third school for Stapleton
rather than to tie up those funds for a park that may not be built anytime in
the near future.
Forest City will also provide the land for that third school at no cost to DPS,
which has committed to provide part of the funds for the construction cost of
the third school. Forest City's $5.5 million will be in the form of a
contribution that would not be reimbursed.
As the master developer for Stapleton, we have pledged to spend $44 million for
the parks and open space at Stapleton. Of that amount, Forest City has already
paid more than $23.8 million into the fund that has created Stapleton's parks
and open space. Over and above that $44 million, Forest City had intended to
contribute $5.5 million to a future park to be built near the confluence of
Westerly Creek and Sand Creek, an area that is scheduled for environmental
remediation by the City of Denver's Department of Aviation. As part of this
agreement, Forest City will work with The Stapleton Development Corporation and
The Park Creek Metropolitan District to utilize a portion of the $44 million we
have committed for open space to pay for an extension of the bike and pedestrian
trail connections between the Sand Creek Regional Greenway trail and the
Westerly Creek trails in that area, which will remain natural open space.
Under the operating relationship between Forest City, The Stapleton Development
Corporation, the Denver Urban Renewal Authority, The Park Creek Metropolitan
District and the City of Denver, the transfer of the Forest City contribution
from the future park to the construction costs for the third Stapleton school
will need the approval of the City of Denver. Councilman Hancock is leading the
effort to review this option with the Mayor's office.
I want to acknowledge in particular the efforts of City Councilman Michael
Hancock and the Stapleton community for coming up with this idea for providing a
significant element of the funding solution for the third school. Those efforts
are highly appreciated.
Forest City will also continue to work with The Odyssey School to explore a
potential move to a new campus at Stapleton that will allow the highly
successful charter school to expand its enrollment and free up 250 seats it now
occupies in the Westerly Creek building. And Forest City is also helping the
Stapleton community to conduct a census to identify as precisely as possible the
number of children who will be attending DPS schools in the coming years.
